Lamborghini Veneno is not the most expensive car in the game. To find the most expensive car(s), Go to Brand Central, click Ferrari and then search for some cars, there you’ll find it

If you want to own the Lamborghini Veneno you just need to finish all Driving School Missions with Silver and you get it. With all Gold you can also you get a GTR Pace Car you can only get it this way. You cant buy it or exchange it with mileage points.
