The writers see them as nothing more than "the big evil bad guys", they're not meant to be a legit faction of the setting, just a simplistic "evil" for the player to fight against. Personally I think they could be more, but its just not how the writers use em.
So in a way the enclave is a supermecst group

One wanted to get into a enclave base the guard just called him slow and tell him to leave!
Is the encounter of enclave soldiers where they kill amata right after the second time you leave vault 101 because i saw an enclave vertibird and killed the enclave soldiers thinking that it was just a random encounter similar to the Legion Assassins in New Vegas
This was just one Enclave soldier's inner thought. A Home Lander moment before it existed you could say.
Enclave is evil no matter what. Why? Well we the people not we the government. Why would the government take over when the people are supposed to be in charge. What is this Britain?

The enclave in fallout 3 recruited wastelanders and most of them did not know about president Eden's plan.

Enclave is just dumb af, you can live like whatever u want while not killin people, animal is not human so they will kill them too because they are not human? 😂
They hate human beings, specially those not wearing their power armor.
Enclave has been progressively retconned to be kinder and gentler. Which is problematic because the timeline doesnt match the game release dates.
They do this because the games are anti american
I can understand the Enclave's Motives to be shady as fuck, since they essentially directed events in their favor during the great war and were entirely aware of when and what time the bombs would drop. Not even the secret service or CIA or any other faction knew this info, however most of their soliders are rank and file marines, yes were chosen for their dedication. But its clear some had massive issues with their faction
The enclave wanting to kill all wastelanders in fallout 2, yeah. in fallout 3? no the enclave in fallout 3 is just so poorly written that they end up being one of the most comically evil factions in the game, at the very very end of fallout 3 inside project purity, you can talk to col. autumn, and his entire goal is to, drum roll please, Purify the water! because he views all the wastelanders as americans. thus opening up a massive plot hole in fallout 3 that being, Why did autumn revolt against president eden if he thought that the poisoned FEV water had been cancled? simple answer emil is a really, really shitty writer.
And that believe costed the enclave existence i would be surprised taht half of enclave realize "wait this is fucking stupid why we are killing all these people for a dead nation that wasn't even good at the first palce?"

They see vault dwellers not as USA citizens to them they are lab rats, even if they are pure non mutated humans to them the function of the vault was to experiment on the population, they have no reason to protect them the just want to use them if they need to
And so they kill the family as a scare tactic to kidnap the whole population of the vault, they threaten them to kill them if the refused
Feds being the enemy of the general population even in the post-apocalypse is pretty based.
